Strict limits set on fireworks after Fourth of July
The Consumer Product Safety Commission plans tighter rules on firecrackers and other fireworks, limiting charges to 50 milligrams per firecracker and requiring fuses of 3 to 6 seconds. The 4-2 vote trims a broader ban, leaving only small ladyfinger items. Final rules await public comment and a 180 day enactment period. Local bans in 32 states and organized shows remain unaffected.

Supreme Court restricts shopping center pickets

The decision sends the Avanta case back to the NLRB to decide if mall owners must permit picketing under federal law. Justices Marshall and Brennan dissented, likening mall walkways to public parks for speech.
