Empty Craft Found Mile From Shore
The missing man was identified as Robert H. Otter of 1836 Jones Ave. Otter left home for a fishing trip from Alamitos Bay after midnight. The Coast Guard towed the boat and searched until nightfall. A pair of trousers a jacket Otter's wallet and keys were recovered in the pool. Officers saw Otter launch a small boat in heavy fog at 1 39 a m near the Second St east bridge. He claimed to navigate to an offshore bait barge. Palice recovered Otter's boat from its parking place.

VONDON May 25 The Soviet note to the western allies denounces a German peace contract as an open military alliance with the Bonn Republic. Moscow calls it a violation of Potsdam and argues it would pull West Germany into a future war, urging a four power meeting to draft a peace for all Germany. In Bonn, France delays on the peace contract and European army treaty but sources say the late effort failed. French Foreign Minister Schuman, who had agreed to sign, renewed talks with Secretary of State Hull and British Foreign Secretary Eden.

Riots Quelled at Idaho State Prison After Five Hours
Rioting convicts at Idaho State Prison surrendered and returned to their cells after a five hour disturbance. Guards and police used tear gas and a flying squad to restore order as two buildings were set on fire and the laundry and auto license shop were damaged. About 470 inmates housed, 170 not involved, 50 outside yard. The trouble began after 11 a.m. MST over two ringleaders seen in a troublesome pane.

Missing Deputy And Girl Found
AZUSA May 24 UP A deputy sheriff and his 18 year old step daughter missing over 24 hours in San Gabriel Canyon ten miles from here were found today by volunteer searchers. Roy Wil kin 40 and Marilyn J. Martin of cane were unhurt and suffering only from exposure. Wilkins attached to the San Dimas substation and Marilyn went into rugged country to fish yesterday morning, and search parties were organized when they failed to return.
