U S Plans Contingency Blueprint for Oil Spill Cleanup
Washington announced a federal contingency plan to fight oil spills while placing ultimate cleanup responsibility on polluters. Russell Train said five agencies coordinate the plan under the National Oil and Hazardous Materials Pollution Contingency Plan with regional and port emergency teams and Coast Guard strike forces.
