Monagan Victory Tangles California Assembly Speaker Election
Sacramento report says Vincent Thomas blocked a last minute Democratic bid to stop Robert Monagan from becoming Speaker. Thomas told Democrats two hours before voting he would vote for Monagan and would not be bound by caucus positions if they harmed his district. Monagan then won 60 votes with 20 Democrats abstaining, strengthening his plan to reduce committees. Governors Reagan appointments included Norman Jacoby and David Jessop to four year terms on the State Board of Optometry.
