Skipper's Story of Capture On Pueblo
The Pueblo's skipper Lloyd M. Bucher testified at a Naval Court of Inquiry that he did not order gun action to save the ship as torpedo boats and a submarine chaser closed at close range. He said the crew was hopelessly outgunned and four PT boats with two MIGs loomed overhead while shells fired left several wounded. Bucher recalled sending a message to the White House about being surrounded and an armed boarding party attempting to come aboard. He spoke in a restrained tone about losing the ship and moving to escape, noting the Pueblo was slow compared with the pursuing vessels. He did not reveal any received instructions and the timing of White House or Joint Chiefs notices remained unclear.
