Welfare policy seeks to shield children in rape or incest cases
A proposed HEW rule would excuse mothers on AFDC from cooperating in paternity and child support if cooperation could cause danger or harm to the child or caretaker. Public comment is open 40 days. If not excused, a mother may refuse cooperation while children remain eligible for welfare, leaving the mother without aid. HEW official notes no known cases of harm yet cites threats in some departments.
