Pardoned Convict Captured After Chase in Independence
A wanted ex-prisoner from Salem, Louis Arstell, who had been pardoned from the penitentiary, led a chase through Independence with Sheriff Minto and Deputy Sheriff Esch in pursuit. Arstell, fleeing after a hold up near Salem, was ultimately captured near Hall's Ferry as officers closed in. the man previously served five years for robbery and faced forged check charges.
