The Associated Press notes fall skies bring mild days and cool nights across Arkansas through Saturday. A high pressure ridge from New England to Texas influences conditions for 24 hours, while a frontal system in the central Rockies may alter the forecast as it moves eastward.
Hope Star reports a developing upper air system bringing creased cloudiness and possible showers to far northwest Arkansas, with minimal impact elsewhere. Day to day temps hold in the 60s and 70s, nights near 40 to 50, and a dry extended outlook into Tuesday with highs in the 70s and lows in the 40s.
Majorie Bray, 52, was attacked by a gang burst into her home and poured drain cleaner into her eyes and mouth before fleeing with a television. Doctors feared blindness but said she would keep her sight. Police report raids yield cash jewelry and small appliances, driven by thrills rather than money. Radio Station KXAR and downtown merchants host a Halloween Spookafatia on October 31 with a costume contest for all ages and an art contest for junior and senior high students. A former Arkansas educator will be inducted into the Oklahoma Hall of Fame on Nov. 15. Dr. Dolphus Whitten Jr., president of Oklahoma City University, has led in higher education and religion and shaped Oklahoma civic life. Whitten, a native of Hope, Ark., earned degrees from Ouachita College and the University of Texas and built a career in Arkansas and Oklahoma education and church work.
Washington AP report says the House moved to strip the Postal Service of financial independence and cut a planned rate increase. Rep. Bill Alexander urged Congress to reclaim budget control, forecasting major management changes despite slim Senate prospects. The bill would divert about $11 billion in revenue to the general treasury and require operating funds via Congress, and cut the planned rate rise to 20 percent from 33 percent, raising a first class stamp from 10 to 12 cents.

The UF supports 14 agencies serving Hempstead County residents. Allocation shows 26 cents per dollar for retarded children, 24 cents for scouting programs, 20 cents for underprivileged children, 9 cents for financial aid, 1 cent to USA, 4 cents to Mental Health, and 5 cents for operating expenses.
The Bauxite City Council saw resignations from the mayor and four members after a dispute over how to purchase a fire truck. Dale Grant and Roy Strange were proposed as replacements and may be submitted to Governor Pryor for appointment.
In Marianna Arkansas a one year old girl Susan Michelle Ballard was killed Thursday evening on U S 79 when she walked into a pickup truck. The driver Faron Ken Hamilton of Wheatley said he did not see the child until it was too late.
Arkansas Power & Light Co says it will submit a new proposed rate schedule potentially increasing annual revenues by about 35 million dollars while studying the latest Public Service Commission order. Senior VP Arch Pettit cautions no final decision on new rates has been made yet amid PSC-directed downward revisions to an earlier 56 million dollar increase. Pettit notes AP&L aims to maintain reliable energy and earnings to finance power plants using coal and nuclear fuels. Also, the report mentions a prehistoric insect find with a dragonfly wingspan of about two feet once, versus today's seven inches.
In Beirut heavy mortars and gunfire flared between Christian Ein Rummaneh and Muslim Chiyah as a night storm rumbled over the city. Downtown hotel districts remained volatile with security forces attempting to enforce a cease-fire while Phalange and Palestinian factions contested control of districts and a 40 story Mour Tower.
Federal bank regulators warned 53 national banks could face problems if New York defaults, seeking data on default impact. Treasury Secretary Simon urged that the city might avoid default by borrowing against pension funds or temporarily raising sales tax. Felix Rohatyn warned of possible city default by mid November without a $158 million funding package from state and private sources.
