The Associated Press reports a strong upper level low pressure system moving toward Arkansas bringing cloudy skies and a chance of rain. South winds have raised moisture levels across Arkansas with rain expected after midnight, following overnight showers in East Texas.
Strong winds and showers in western Arkansas gave way to clearing skies later today. A surface low over Colorado moves toward Arkansas with a potential late Saturday or early Sunday arrival. Temperatures expected in the mid 70s to around 80. no precipitation reported in the last 24 hours. Overnight lows ranged from 53 at Little Rock to 66 at Fort Smith.
All city offices will be closed Monday for Veterans Day. Sanitation pickup shifts to Tuesday and Tuesday route to Wednesday. Hempstead County Court House offices also closed Monday October 27 in observance of Veterans Day.
David White speech to the Hope Lions at the Sheraton Inn highlighted a new sheltered workshop plan at the School of Hope. The program aims to place mentally and physically handicapped students in self supporting roles, with 44 students now enrolled and projected to reach 50 in January.
Generalissimo Francisco Franco, 82, is reported to attend a cabinet meeting at Pardo Palace outside Madrid on Friday. Doctors reportedly advised against but endorsed a token appearance for morale. Franco has influenza, a heart attack, and Parkinsons disease, with calls rising for his retirement in favor of Prince Juan Carlos de Borbon as heir.
David Brantley and David White lead weekly ceramics classes at Brantley's ceramic shop beside the Gas Light Bowling Alley in Emmet. The lesson covers wedging clay, centering on a potter's wheel, and shaping bowls and cups, with bisque firing at 1800 degrees and glaze firing at 2200 degrees. Brantley notes practice and skill are essential, though the activity welcomes beginners.

Tokyo AP report says China attacked Kissinger's Soviet policy during his Peking visit to rally anti detente forces in the United States. An American official said Beijing aims to cement leadership by firm stance toward Moscow and Washington while noting China fears Soviet attack and detente could sap American resolve. The official said talks with Mao and Teng were satisfactory and no new outcomes beyond expectations. Kissinger flies to Japan and then Washington after briefing Japanese officials.

James M. Buckley, 23, of Arkadelphia, was convicted of second degree murder and sentenced to 21 years for the death of his four year old stepson Michael Buford on October 2. Buckley claimed accidental fall. state’s evidence included a marijuana test. Buckley said he was pressured into a false confession.

In Little Rock the Arkansas Public Service Commission continued the AP&L rate hearing, with a dispute over cross examining PSC staff consultants. Attorney Ed Dillon sought to be last to cross, citing the many intervenors against the $37.3 million request. AP&L President Reeves Ritchie said another increase could be sought next year even if current plans pass.
