The Associated Press reports the National Weather Service predicts fair skies and patches of frost in Arkansas tonight and early Thursday. No rain is forecast through Sunday. Lows are expected in the upper 30s in northern areas to near 50 in the south.

In Little Rock, public hearings on the fuel situation restart Oct. 29 focusing on liquefied petroleum gas. Sponsored by the attorney general's office and the Legislative Joint Auditing Interim Committee on Public Transportation, the sessions previously heard testimony from major oil company and gasoline wholesaler and retailer representatives.
Lions District 7L governor L L Price of Mena visited the Hope Lions Club for a Monday luncheon at Town and Country. He reviewed district activity, noted membership goals exceeded, 76 percent attendance, and praised last year’s district champion club while urging new clubs and more fundraising for state projects like Arkansas Enterprises for the Blind and the Eye and Kidney Bank. Ernie Godsey of Houston was guest of Jim Gunter. Harold Freeman introduced the speaker.
CLine Franks 64 died suddenly Tuesday morning from an apparent heart attack. Survived by wife Katherine Lou Franks and three daughters in Fayetteville Albuquerque and Mesa, two brothers J W Franks and Thomas Franks, three sisters and eleven grandchildren two great grandchildren. Funeral in Herndon Chapel Thursday at 2 p.m. with burial in Memory Gardens. Herndon Funeral Home in charge. Funeral services for Mrs Kenneth Scantland 63 set for 3:30 p.m. Thursday in Lewisville Smith Funeral Home chapel. Burial in Wilson cemetery. She died Tuesday at her Denton Texas home. Survived by son Wayne Scantland of Denver daughter Margie Uland of Denton brother Gene Burdue of Magnolia Ark., five grandchildren and several nieces and nephews.
William D. Hindman of Shreveport has been promoted to superintendent of pipelines for Arkla Gas Louisiana Arkansas Texas Oklahoma operations. He will direct four pipeline divisions and oversee a major new line under construction across Oklahoma toward the Anadarko Basin. Hindman joined Arkla in 1940, served in World War II, and has been division pipeline superintendent since 1966. He is active in the Southern Gas Association and the Masonic Lodge, and is married with two sons.
Mrs Betty Ann Stinson Prescott teacher and minister spoke to Kiwanis on Together We Build America focusing on Black contributions to U S history. She highlighted Black explorers, patriots, surveyors and notable figures like Matthew Henson Frederick Douglass Elijah McCoy and Dr Charles Drew. Guests and new members were announced.
Frosty temperatures cover the north central states to the Appalachians with readings in the 20s before daybreak. Isolated thunderstorm activity remains offshore in the Gulf and Atlantic regions with light showers in eastern South Dakota southwest Minnesota and the lower Great Lakes. Rainfall stays under half an inch. Lake Michigan waves reach 4 to 9 feet along the Indiana shore threatening low areas and shoreline erosion. Dense fog reduces visibility along parts of the Pacific Coast.
Gov. Dale Bumpers raised concern that James M. McHaney, chief counsel for the Arkansas Pollution Control Commission, has also served as attorney for the Arkansas Poultry Federation for two years. McHaney defended ethics and possible conflicts, noting his long service with the commission. The panel regulates pollutant discharges including those from poultry.
