Six civil rights groups accuse Southern school districts of diverting emergency ESAP funds from desegregation to general needs such as buses and a kitchen sink. They say some grants supported resegregation and anti black student campaigns. They studied 295 of 722 approved grants. 179 showed clear ineligibility, 87 indicated illegal practices, and 29 had no such issues.
