Payroll Tax by Cities Gets Nod of ALC Group
LITTLE ROCK AP The Legislative Council refused to endorse Perry County Rep Paul Van Dalems proposal to give cities authority to levy a payroll tax. Instead the council invited cities to submit payroll tax legislation for the 1965 general assembly convening next Monday. Van Dalsem had approval for his plan from the Revenue and Taxation Committee but the full council was not interested. Critics said the proposal was too vague and urged limits on tax scope and details on who would be taxed. Kinney opposed any form, noting residents outside Forrest City would pay for city services if they work in Forrest City industries. Van Dalsem favored a payroll tax over a sales tax.
