Bouret outlines two phase plan for Puerto Rico tourism

Bouret, ex executive director of the Puerto Rico Hotel Association, proposes a two pronged plan to revive tourism worth about 250 million annually. The first phase places prefabricated hotels on attractive sites island wide, the second redeems luxury hotels to restore profit. He warns some luxury properties may fail within a year without drastic measures and argues expanding rooms is essential to profitability.
