Bias Cited in Draft Lottery
The first postwar draft lottery drew criticism for bias against those born in the last half of the year, especially November and December. The December 1969 drawing assigned low numbers to many late-year birthdays, while March and other months showed fewer vulnerable days. The second lottery in July 1970 varied widely with no clear pattern, leaving uncertainty about 1971 draft numbers and the possible list position.

An investigative committee made many recommendations, but progress is mixed with new hospital, black owned businesses, and police community programs yet still sharp poverty and frustration. Unemployment in Watts rose 61 percent since 1965 to 16.2 percent, while much of the area remains rundown and tense despite annual Watts Summer Festival efforts.
