Pulaski Chancellor Reed ruled the Senate appointment of Glenn Walther to the Public Service Commission illegal and enjoined him from serving. The vacancy arose when Dan Stephens’s term ended January 14. Gov. Rockefeller had nominated Jerry Thomasson, then Robert Downie after Walther was appointed. The Senate did not act on Downie. Interim appointment possible if the ruling stands.
