Pryor Howell Pact Lets Exec and Legislate Review Personnel
Arkansas governor and Senate leader reach an agreement to merge the Office of Personnel Management with the Merit System and create a joint personnel review operation. Pryor vetoed 252, approved 12 of 18 in 882, citing executive prerogatives while Howell stressed non hiring and firing roles. Details to be finalized in one to two months.
