The House Committee on Territories favorably reported the Senate bill granting rights to the Hawaii Ditch Company with the Mitchell amendment. Chaffee says McKinley blocked seizure of Chinese treasure

General Chaffee told a Hamilton Club dinner in Brooklyn that if allowed he would have seized eighty thousand dollars worth of treasure hidden in the Forbidden City. He said he and Japanese guards protected the gate, and he could have taken the treasure if the President had not vetoed the plan. He claimed a map showed the house where it lay and that the Empress Dowager’s jewels were among the spoils.

Senator Mitchell to seek Hawaii Organic Act changes

In Washington January 16 Senator Mitchell of Oregon will introduce a bill in the Senate to amend the Organic Act of the Territory of Hawaii. The proposed act makes all American citizens eligible for governor, lowers the governor age from 35 to 30, and reduces territorial senator age from 30 to 21.

Plague Conference Reports San Francisco Cases

During a plague conference in Frisco Washington DC, Surgeon General Wyman notes ninety three bubonic plague cases in San Francisco. A resolution urges Governor Pardee and Mayor Schmidt to cooperate with federal measures to suppress the disease, while a San Francisco delegate denies any plague existence.
