Pension Measure Is Pushed Through Senate Debate
Washington AP reports Senate approval paves way for a $5 billion Social Security increase to Nixon for a swift passage. The plan would boost checks for about 26 million Americans by 10 to 56 percent on Jan 1, with payments rising in June. The package would also raise the wage base to $9,000 and set eventual employer and worker contributions at 6.5 percent by 1987. The House is expected to accept the Senate’s 10 percent boost, but may reject the $100 minimum monthly payment. The measure also liberalizes benefits for 600,000 elderly not covered by regular Social Security and allows retirees to earn up to $2,400 a year without benefit loss. The bill would raise the national debt limit to $430 billion. The administration says the increase is needed by Tuesday to avoid Treasury embarrassment.

Lt Col Anthony B. Herbert, 40, says within six months he will receive a letter date for becoming a civilian and plans to file charges against Maj Gen John Barnes and Col J Ross Franklin over alleged failure to investigate crimes in Vietnam. He is a Silver Star and Bronze Star recipient, wounded four times, married with one child, and pursued a master's degree after enlisting as a high school dropout.
