Washington AP reports U S military in Laos have received 65 per month combat pay since Jan 1 1966 though Laos is not a combat zone. Nixon announced public reporting of Laos casualties and air losses and noted one U S death in Laos during a Feb 17 18 B 52 mission.
The Army advances charges against five more servicemen in the My Lai raid bringing total to ten. Capt. Ernest Medina and Capt. Eugene Kotouc lead a list including Sgts. Hodges and Torres and Pvt. Hutson, all at Ft. McPherson. Additional charges against Hutto and Smith follow earlier accusations.
The Lamar school reopening was orderly with 24 white and 52 black students attending as 200 state troopers and National Guard members patrolled the grounds. White protesters, some armed, clashed verbally near the campus while courts enforce desegregation orders.
Two men died when a car exploded on U S 1 south of Bel Air Maryland as police investigated a connection to H Rap Brown who is on trial for arson and riot. One victim was Ralph Featherstone 31 a former Brown associate. Brown's status remained unconfirmed.
Baptist editor Marie Grant renews a challenge to the North Carolina Travel Council for a statewide liquor by the drink vote with a nonprofit profits plan. Bob Bingham, head of the North Carolina Young Democratic Club, counters by citing a three year old liquor transport charge against him and argues the issue is voter rights on liquor.
Gov. Bob Scott hinted at softening his stance against liquor by the drink. He suggested mixed beverage sales in Grade A restaurants as an alternative to brown bagging while urging anger at drinking and driving and violence.
The Supreme Court 7-0 rejects a bid to hear racially imbalanced neighborhood school cases. Memphis plans desegregation under a unitary schools standard while McRae Jr. is told to push further desegregation. Chief Justice Burger notes he would support a hearing with full bench.
