Raleigh Budget Turmoil Sparks Fast-Track 1967 69 Bills
In Raleigh the push for the 1967 69 biennial appropriations came as the end of the current 1965 1967 budget loomed. Budget officials warned of dwindling authority to spend by June 30 while the legislature rushed bills through, defending the work as thorough and hours-long. The debate centered on funding for alcoholic rehabilitation, upgrading Negro colleges, and teaching salaries beyond 20 percent, with a disputed five cent liquor tax earmark for mental health.
