Boy Found Safe After Night Lost on Terrapin Mountain
In Jackson County North Carolina a 13 year old boy Billy Coward spent Saturday night in rugged terrain while helping his father with surveying. About 250 people including 80 National Guardsmen searched Terrapin Mountain. He survived in low 20s temperatures by sheltering under a rock and beside a tree learning from Boy Scout survival training. He walked until dark, kept moving to stay dry, and managed brief naps until dawn.

Blue Cross Seeks Large Rate Hikes in North Carolina
Blue Cross and Blue Shield of North Carolina filed a rate increase request with the state Utilities Commission. The plan calls for a 36 percent rise in regular nongroup certificates, 9 percent for over 65 certificates, and 90 percent for retired military certificates. About 184000 of 415000 certificate holders would be affected as monthly family rates move from 30.32 to 41.24 dollars and other plan fees rise. President J A McMahon cited annual losses of about five million dollars and higher hospital costs from 1969 to 1971 as context for the request.
