Bond Refunding Matter Still Unsettled After Sale
City of High Point sold water refunding securities worth nearly $500,000 at 3.93 percent average. It leaves unresolved whether to refund the remaining $3.9 million in callable bonds issued in 1933. City Manager F E Knox would not commit to recommending further refunding, noting the bid level raises questions about advisability. The move swaps old term securities at about 5 percent for new serial bonds, saving over $4,500 annually and about $70,000 in total, but sacrifices the callable feature.
