Washington reports President Roosevelt accepted the resignation of John W. Hanes as undersecretary of the Treasury effective December 31. The move comes amid a day of war and policy briefings as Finland reports Russian raids and other domestic developments unfold.
Paris dispatch reports Premier Daladier told the Chamber of Deputies France met its duty to Finland after the League condemnation of Russia. He cited 1,433 French war deaths through Nov. 30 and secured unanimous approval for a 54.237 billion franc war expense bill for early 1940.
Paris reports say the old stone Pont Notre Dame arch collapsed after a barge hit the bridge in the Seine. Gas main explosion followed as crowds were controlled. up to 20 onlookers were aboard. Seven rescued from the river, two fatally injured, others unaccounted for.
Officials of Shepard Steamship Company report the freighter passenger Wind Rush ablaze in the Caribbean Sea in suspected sabotage. Master Harris M. Jones says a mysterious fire raged in hold number 3 but is under control as the ship heads toward Cristobal. The 410 foot liner left New York December 9 for Los Angeles and San Francisco.
Copenhagen dispatch reports from observers on the Finnish border describe a Soviet withdrawal in Arctic Finland as near catastrophe. The retreat headed east toward the Kola region, with transport ships from Petsamo said to have departed as troops sought warmth in extreme cold.
Berlin dispatch reports Minister of Propaganda Paul Joseph Goebbels stating world plutocracies aim to destroy social minded Germany. He spoke at a Christmas rally for 200 children relocated from the Saar Memel region, urging a people’s war and promising victory with national solidarity and real brothership.
President Roosevelt, per informed officials, will likely present a budget request in January totaling about 9.25 billion dollars in expenditures for the new fiscal year beginning July 1 1940 with revenues near 6.3 billion dollars. The resulting deficit is projected around 3 billion dollars, influenced by war costs and revenue changes, though some savings and higher income taxes may narrow the gap slightly.
In Norfolk on December 22 two Coast Guard cutters, the Dione and Sebago, and soon the Modoc stood by to aid the Greek steamer Alikmon, 2817 tons, ashore 25 miles south of Cape Henry. The ship, bound from Baltimore to Galveston, had no cargo and crew reported safe. Coast Guard boats and other cutters searched nearby waters for the missing Cencurion.
Howard Rushmore, film critic for the Daily Worker, says he quit after bosses demanded a hostile review of Gone With The Wind. He notes unpaid salary since the Stalin Hitler pact and unpaid party dues, and asserts his review was to be censored by ideology. Rushmore cites conflict with Ben Davis on praising production or acting. He claims the board forced a 100 percent critical stance and a boycott call. He adds personal background as a tenth generation American with Civil War family history.
Paris reports a clash of French and German warplanes on the Western Front amid heavy aerial activity. French planes aided an observation craft attacked by German fighters. Berlin says French pursuit aircraft and Messerschmitts clashed with one French plane forced down.
The 1053 ton British tanker Dosinia arrived at London port listing after a mine explosion. A lifeboat carried 40 crew members to safety following the incident.
White House and cabinet discuss a united liberal front for the 1940 campaign amid party split talk. Ickes says liberals may back a nominee across party lines. La Guardia says voters deserve real issues beyond two weak choices.
The air ministry said German raiders appeared over the Firth of Forth this morning and were driven off after a battle in which one plane disappeared in a dive. Edinburgh and Rosyth naval base lie on the Firth. Earlier, an unidentified plane was fired on over Suffolk. A British communique gave few details and noted contact with a Heinkel 3 at considerable height.
A Genthin station collision in Germany between the Berlin Neukirchen express and an unhalted Berlin Cologne train killed 70 travelers and injured about 100, raising postwar rail disaster tolls. Genthin lies roughly 50 miles southwest of Berlin on the Magdeburg line.
