War debt tax plan proposed to fund postwar payments
New York December 10 A plan by J Cheever Cowles chairman of Universal Pictures and tax spokesman for the National Association of Manufacturers outlined a postwar tax budget of 22 000 000 000 annually. A special war debt tax of one tenth on all transactions would raise 000 000 and a broad set of tax cuts and levies would balance receipts and outgo to sustain government services and social security. The plan calls for shifting burdens with reduced personal and corporate taxes, higher security taxes and an ongoing debt retirement fund. It emphasizes high level industrial production and employment while urging private enterprise to define postwar policy and hiring. A government subsidy plan for fish restaurants offering three course meals at 20 cents was also noted.
