Washington December 9. A special House military affairs subcommittee heard charges of general wastage inefficiency and extravagance in the Fairchild aircraft plant at Burlington. Investigator Wendell P Blackburn testified more than 13 million dollars had been spent with only one accepted plane produced since the October 31 1941 contract. The plant had three contracts totaling over 63 million dollars with orders for 475 gunnery training planes and 2 350 workers employed. Blackburn said production schedules called for 107 planes in the period and highlighted payrolls from 225 to 325 dollars monthly for guards and reliance on a St Louis firm to supply skilled workers at times earning 48 dollars daily. The plant had produced three complete sets of unassembled parts for other plants. Rep Costello of Oklahoma heads the subcommittee conducting the inquiry.
