Washington December 11 Major General Lewis B Hershey head of selective service told the House Military Affairs Committee that draft boards have telegraphed to defer pre war fathers as long as possible while quotas are pursued. Chairman May said Hershey aims to carry out congress intent and will assume full responsibility for the program. If necessary fathers would be drafted in groups by age but order numbers would govern.
