President Nixon proposes a New Federalism to nationalize welfare while shifting dollars and job programs to state and local levels. The plan centers on a $1,600 annual income guarantee for a family of four with supplements to $3,920, contingent on work, and would replace aid to dependent children, expand work training, and add about 4 billion dollars yearly to welfare.
Washington AP reports brief highlights of President Nixon's domestic reform plan. It proposes replacing aid to dependent children with a federal income of 1600 dollars per year for a four person family, with working-head households newly eligible. A 65 dollar monthly floor would aid aged disabled or blind recipients, plus one billion dollars for state and local revenue sharing. France cut the franc by 12 percent to 17.0 U.S. cents, effective Monday, in a bid to halt economic deterioration. Finance Minister Valery Giscard d Estaing outlined reserves losses and warned of deflation without action, after a Pompidou cabinet meeting.
Doctors plan final blood tests today to decide if Apollo 13 crew Armstrong Aldrin and Collins may leave quarantine. If healthy they could be released late Sunday or Monday, with IABCC to decide. Chief physician Berry to report Sunday on the astronauts current health and rock findings.

Washington AP reports the Senate is expected to vote Monday on a CBW limits amendment to the defense authorization bill. Sen. John C. Stennis says the proposal imposes strict testing, shipping and storage rules for nerve gas and other agents, with open air tests requiring Defense and Surgeon General approval and advance disclosure to six committees.
