Parker edits the Hertford County Herald and had been ill two weeks with influenza, relapsing Friday with pneumonia Sunday.
Floodwaters eased across Western Wisconsin and southeastern Minnesota after days of heavy rains. Nine people died in Wisconsin floods including three trainmen in Hudson and two drownings near Eau Claire and Spring Valley. Rescue crews freed workers in Chippewa Falls as Red Cedar overran banks, while roads and bridges remained out and livestock losses mounted.
