Richmond Virginia November 11 Maj Gen Leonard Wood commander of the Department of the East tonight announced that a military camp of instruction for civilians would be established in North Carolina early next year. The camp will mirror the Plattsburg program of last summer and Wood spoke at the Virginia Military Institute anniversary, urging graduates to be prepared for U S Army service and to support officer expansion, military schools, and courses in military instruction. He urged broader National Guard funding and adoption of Swiss and Russian training models.
