War Department Expands Army by Letting Recruits Pick Posts
The War Department announces a new recruiting policy allowing enlistees to specify their preferred location. A San Francisco recruit choosing Coast Defense in New York City will be sent to New York, and a New York recruit selecting San Francisco will be assigned there.
