Dams and dredging on the Illinois river debated
The piece argues that dredging efforts failed to keep the Illinois river navigable and predicts a state run canal system with locks and dams. It warns that removing dams before the next legislature meeting could lead to a $50,000 dredging appropriation and a costly board with high salaries.
