Hayward voters may decide in November whether a Park Recreation and Parkway District should be formed in the Hayward area. City Council approved a referendum. Alameda County Supervisors back the plan. District would include Edenvale, Hayward, San Lorenzo, Mt. Eden and other grammar school areas. A public hearing is set for September 7 at the Alameda County Courthouse to determine if the measure goes to the ballot.
