Manitoba ministers pledge to shield municipalities from GST impact
Rural Development Minister Jack Penner and Urban Affairs Minister Gerry Ducharme said they will defend municipalities against adverse effects of the proposed federal goods and services tax. They noted three days of meetings with provincial and territorial ministers and stressed municipalities should not raise property taxes or cut services to pay the tax. A 1987 commitment suggested municipalities would pay more under the new tax. They raised rural depopulation concerns and announced a rural development conference in Brandon later this year.
