The piece critiques Marc Lalonde's October 27 statement as a de facto third budget, noting continued cuts to MacEachen proposals, rising deficits, and uncertain economic policy. It highlights a $23.5 billion deficit, a $500 million job plan with 60,000 long-term but possibly short-lived jobs, and suggests Canadians must track spending to regain stability.
