Review of Manitoba Hydro rate setting by Public Utilities Board
The commission recommends PUB review of Manitoba Hydro rate setting with cabinet final decisions. It argues a board provides public involvement and accountability beyond cabinet review while avoiding full governmental control. The report notes Hydro’s sizable debt and suggests government oversight on interest coverage, debt relations, and amortization of losses, not leaving rates entirely to Hydro or the PUB.

Electrically Heated Homes Redefined by Manitoba Regs
Manitoba regulations redefine an electrically heated dwelling unit as one primarily heated by electricity. Finance Minister Don Craik says the change corrects a misunderstanding that some homes with minor auxiliary heat faced a five percent electricity tax. Residential heating remains tax exempt while most electrical usage goes to heating, reducing tax on bills to one percent.

Manitoba Hydro February 1979 electrical output and 12 month trends
February 1979 electrical generation totalled 1.9 billion kWh, up 31 percent from February 1978. For the year ending February 28 1979 Manitoba generation rose 39 percent over the prior 12 months with 68 percent used in Manitoba and 32 percent exported, mainly to the U.S. and Ontario plus Saskatchewan. Generating gains are linked to better water conditions and capacity adds at Long Spruce and Jenpeg on the Nelson River, with thermal stations used briefly in cold periods. Consumption rose 7.1 percent from February 1978 due to colder weather, and the 12 month consumption in Manitoba was 2.8 percent higher than the prior year.
