Grain aid seen as commitment to farmers by KAP
The Keystone Agricultural Producers of Manitoba welcomed a new 1.1 billion deficiency payment for 1987 crops as a sign of government commitment to grain and oilseed producers amid difficult times. Penner noted criticisms of the Western Grains Stabilization payout while praising broader farm finance efforts and urged easier program entry and neutrality. The plan bases payments on 1987 acres, using permit books and productivity factors, with half of Western Grains Stabilization being written off and payments anticipated for most farmers by mid-1988. The organization covers more than 4,000 farm units across 12 districts and 15 policy groups.
