Mainstream Canada A dream that changed local finance in Alma
Jacques Gagnon’s Caisses d'Entraide Economique began in Alma in 1960 to funnel community savings into local and regional small business. The 1.3 billion asset network now funds hardware stores, machine shops, and new ventures across 68 Quebec communities, with many CFIB members benefiting. A foundation was started after his death to aid small and medium businesses.

Province expands police cost support to small communities
Manitoba extends direct policing funding to towns and villages under 750 residents, raising provincial cover from 500 to 750. About 16 communities, including Crystal City and Winnipeg Beach, switch to full provincial policing costs, with an estimated net 1980 impact of 211,000 dollars. Other changes broaden eligibility for tax sharing and police grants to larger towns.
