Detroit reports insurers in limbo as Ford Motor Co and CIO United Auto Workers resume ninth negotiation session at 11 a.m. EST. After the speed-up walkout’s first day, no progress is evident while more than 1,100,000 workers are affected.
Britain’s Labour party barred all members and affiliates from traveling with Communists. The ban covers over five million party members and officials, following the expulsion of two MPs for foreign policy sympathy. The executive committee, led by Prime Minister Attlee and Deputy PM Morrison, blacklisted 14 organizations and urged noncooperation with Communist inspired movements.
Flood waters receded in Fort Worth and Dallas as tornadoes continued to threaten. The Trinity River reached 48 feet, with nine deaths and damage around six million dollars in Fort Worth. Oklahoma faced serious floods as storms moved east.
Generalissimo Francisco Franco told parliament that most of Europe had been given to the Soviet Union by Western democracies and accused them of systematic aggression against Spain. He warned he would resist closer ties with the West unless policies change and condemned the UN action against Spain. He focused his 90 minute speech on France, Britain and Russia.
Washington Senator O'Conor said witnesses must declare if they are communists to testify at hearings on anti Red legislation. The rule follows a brief uproar after Arthur Schutzer of the American Labor Party was removed from the witness chair for refusing to answer. Eastland was absent. O'Conor chairs the judiciary subcommittee. Those who claim not to be communists may testify after answering the question.
In Moundsville WV the aging penitentiary may keep the old gallows in use only if the state supreme court clears the fate of Matilene Dean, a Logan County woman on death row, amid a legal question over whether she may be hanged under a 1949 act. Governor Patteson commuted Cortland Summe to life, and officials plan electric chair installation once funds arrive July 1, while preserving the gallows as a precaution.
State Road Commission official Jamison told Taylor County business leaders that the survey for the Bridge Street bridge will be turned over to Clarkburg architect Frank D. McEnteer shortly. McEnteer has 90 days to draft blueprints after receiving the surveys as the state plans a complete replacement since the old bridge was deemed repair impossible.
A. J. Coffman, 24, of Uniontown Pennsylvania, faces a charge of operating a vehicle with registration plates. He will appear before Magistrate Ona C. Jefferys Saturday. Coffman drove a federal semi trailer loaded with bricks owned by Hammond Fire Brick Company when the truck caught fire on Country Club road yesterday noon. The truck was a total loss valued at 10,000 dollars and about 600 dollars worth of bricks were destroyed.
City manager Curtis D. Decker outlined a plan for a Taylor County health unit sharing a county health physician with Preston county. The unit would be preventive only, requiring funding from the county court, Board of Education, and city of Grafton, with operation possibly starting by early fall pending local approvals. Dr. Moser of Preston County and State Health officials supported the project.
David Garrison of Cote West Virginia sustained minor injuries when his 1941 GMC plunged into the rear of a moving stone truck on U S Route 50 east of Pruntytown at 1 pm yesterday. Charles Miller Hess 44 of Shinnston driver of the stone truck escaped injury. The other truck was not extensively damaged. State Trooper E L Duckworth is investigating the accident.
Charleston police say three juvenile suspects admitted stealing 2,868.25 dollars from the baseball park business office. They were caught after purchasing one way tickets to Cincinnati. About 1,600 dollars was recovered at police headquarters and 1,000 found in a hidden train depot cache. The trio spent over 200 on food, rail fare, and a radio.
W T Thompson, 82, is the father of twin boys born to his wife, 41, on Saturday. Each baby weighed five pounds eight ounces. The Thompsons also have three older children, ages two, five, and 24. Mrs Thompson was 16 and her husband 87 when married in 1924.
The CIO told a senate judiciary subcommittee that proposed anti red bills would curtail civil rights and could break unions.Thomas E Harris denied Communist ties and argued existing measures already protect security while the CIO opposes communist influence within labor. Ferguson noted CIO President Philip Murray faces internal r red purge challenges in Congress.
Washington lawmakers Johnson and Hinshaw object to a proposed high altitude duel between Navy Banshee fighters and Air Force B-36 bombers. They warn the fight could reveal sensitive information and urge dropping the idea. The House Armed Services Committee pushed the dispute to a test of intercepting a B-36 at 40 000 feet, with Navy claiming feasibility and Air Force denying it.
Washington reports that the U S Bureau of Mines listed 104 West Virginia mines as hazardous in 1948 and that 529 mines nationwide were so listed after federal inspections. The bill urged by Sen Neely and others would allow inspectors to order work halted and impose fines up to 500 dollars and jail time for noncompliance.
Maj. Gen. George P. Hays said Soviet authorities eased truck movement from west Germany to Berlin by dropping written permit requirements for freight trucks halted at Helmstedt. He warned the Russians may still require permits for all other frontier crossings. He viewed the act as a negotiating move rather than bad faith and urged continued talks toward an interim East West Germany agreement.
Senator Byrd of Virginia urged President Truman to cut 500000 civilian federal employees as Congress weighed an economy move. He cited a rising payroll and urged a five percent cut in the agriculture bill while noting previous failed attempts and a $1.465 billion overall authorization.
Fairmont West Virginia federal court sentenced Willard Kenneth Shwillenburg, a 33 year old deputy postal clerk at Osage in Monongalia county, to 18 months in prison after he pleaded guilty to two counts of stealing $5 from the mails. The marked letters contained test correspondence for a postal inspector, and the money was later found in a writer's possession. The trial for William G. Linson on income tax evasion was deferred as defense and government seek a delay to allow John Lias to testify after illness.
Shanghai faces another night under curfew as government troops move into the city from the southwest defense area. Encircling communists press the Poo tung sector along the Whangpoo river while reports note defensive withdrawals and possible traffic restrictions.
The Baltimore and Ohio railroad petition to discontinue two daily passenger trains between Brunswick Maryland and Strasburg Virginia will be heard by the Public Service Commission May 27. The company seeks similar approval from Maryland and Virginia. The two trains serve Harpers Ferry to the state line in West Virginia and stop at Charles Town and Rawson. Protests have been filed by the Charles Town Ranson board of trade the Charles Town city council and two local concerns. The company says annual losses total about 30000 and that postwar passenger mail and express traffic has been negligible.
BLUEFIELD Virginia Graham Kiwanis Club plans a party tonight for Charles W. Matthews a Confederate veteran who may be the nation s oldest living Kiwanian. He will be honored at a dinner with a Confederate flag draped car and a Dixie rendition by the high school band as Matthews speaks tells jokes and recalls his wartime service and postwar life with his family in the area.
Road Commissioner Ray Cavendish requested an attorney general opinion on exact purposes for the 50 million secondary road bond issue. He asked whether funds may finish partially completed routes or only fund new construction. The state road system spans about 28,400 miles, including 12,000 miles of partially completed roads from WPA projects needing drainage or upgraded to meet modern traffic.

Also reports a local driver pays fine for operating without license after arrest by state trooper.
