Former State Department Official Dies In Plunge
Former State Department official Lawrence Duggan, aged 42, fell from a 16 story Manhattan office window on the eve of a spy hearing. Investigators called it either a jump or fall while the FBI probes possible coercion and motive tied to alleged leaks to Red spies. Duggan had served 1930 to 1944 and led Latin American affairs before presiding at the Institute of International Education. The case intersects with grand jury testimony involving former officials and accused leaks as part of the unamerican activities inquiry.

Two Burn In Flash Hotel Fire in Philadelphia
Two guests died and three others were injured as flames swept the Westminister Hotel at 2040 Chestnut Street. Ninety-five guests fled after a guest discovered the blaze on the second floor around 6 a.m. Firefighters found Charles Mathe, 51, and Mrs. Madeleine Drost, 73, dead from asphyxiation. Fireman say Mathe entered a closet mistaken for a hallway door and was felled by heat. Mrs. Drost likely could have survived had she kept her door closed. Nine others were treated for burns, and a man and woman trapped on a fourth floor climbed to safety across a fire‑covered ledge to the building at 2038 Chestnut Street. The blaze was under control about 35 minutes after discovery.

Council To Let PSC Decide Issue
Charleston December 21 The Charleston city council says it will rely on the public service commission to decide whether telephone rates should rise. In a 14 to 2 vote the council rejected joining other municipalities opposing the rate increase sought by Chesapeake and Potomac Telephone Co. It did not approve or oppose the higher rates and tabled a report proposing staff accountants examine the issue or take no action. The council then voted to take no official action. Majority leader George L. Coyle said the PSC assumes utility customers oppose rate hikes and that a protest without facts would be ineffective.
