GAO finds Texas mail service deteriorating and cites causes
The General Accounting Office reports Texas mail delivery has worsened since 1970 with reduced Saturday service and lower collections. Tests show 88 percent on time within Texas, far from the Postal Service’s claimed 95 percent. Causes include rising mail volume, rigid budgets, low worker morale, and overtime. The GAO suggests fixes and warns improvements will be gradual.
