The Holcomb City Council unanimously approved 10 percent water and 5 percent sewer rate increases after a rate study by Ranson Financial showed rising costs. The changes, effective as soon as February, address a projected $162,000 revenue shortfall by year end 2017 and mark the first rise since 2003-04.
