Maprio July 20 Special reports Gen Blanco cables Spanish government that Santiago was surrendered without his knowledge. General Toral will be court martialed. General Miles has been delayed. Blanco says he surrendered without knowledge.
Miles again delays sailing from Siboney toward Porto Rico. The delay is attributed to unspecified causes, complicating naval movement and convoy plans. The note reflects wartime transport difficulties and reporting from Special correspondents.
The tenth annual Illinois Firemen's Volunteer Association tournament started in Decatur with a forenoon street parade. Afternoon track events featured 100 yard dash won by Ed Schemmelhorn of Polo, ladder climbing won by Charles Abbott of Polo, novelty hose and hook and ladder races with Naperville, Farmington, Edwardsville, Polo and Dixon taking top prizes.
Reports from Tampa indicate much of the planned expedition to Porto Rico already began, though ships may still depart Key West in a day or two. Miles anticipates sailing before night as the navy fails to provide the required convoy.
Kingston reports Cuban General Garcia has died. Siboney post claims his death, sending shock through New York wires.
J A Campbell, renowned as Sheridan's scout through the Civil War, has been appointed General Brooke's chief of scouts with the rank of captain. Sheridan praised Campbell's inestimable services, noting the people of the United States may never know his full contributions.
London July 20 officials from the Spanish Embassy the British foreign office and the U S ambassador had no news confirming that the Spanish cabinet planned to sue for peace.
The Good Templars announce a social event in their hall on Friday evening, July 22. Ice cream and cake will be served. The program features recitations, songs by Miss Francis Hineline Josie Hettlinger and others, piano and banjo music, and performances by several local participants including Miss Ida Wise Mrs Ellis and Miss Hershberger.
