Washington July 19 Gen Miles did not sail for Porto Rico as planned due to missing orders. He has either already sailed or will depart today after intervention by Gen Shafter who sent the roster of prisoners to the War Department. The report notes a substantial surrender tally of 22 789 Spaniards at Santiago.
At Caimanera and Guantanamo Bay steps will be taken tomorrow for the formal surrender of 5,000 troops stationed there.
Nebraska and South Dakota farmers struggle to find harvest workers as 3 000 Nebraskans have joined the war effort in ninety days. C H Walworth notes the loss of young farm hands, wages rise to two dollars a day plus board, and the state faces its largest small grain crop on record amid labor shortages.
General Toral surrenders 22 789 men total while Shafter notes prisoners far exceed his army. Alger reports ten million rounds captured at Santiago and 10 000 stands of arms seized there. Coppinger troops not going to Porto Rico shift to Fernandia for malaria. Hine s brigade including Third Illinois to Newport News for Santiago embarkation. Fifth Illinois eyed for Chattanooga selections. First Illinois is the only regiment known to have gone to Porto Rico with Miles.

The steamer Pennsylvania carries the First Montana and about three hundred of the First California as it sails from San Francisco for the Philippines on July 19. The move boosts forces bound for the Philippine Islands.
Springfield July 1 Gov. Tanner appointed G L Miller of Canton as Fulton county judge to fill the vacancy created by the death of S H Armstrong. The action takes effect immediately, preserving county judicial operations.
