Tontine Investigation Report Sparks Legislative Debate

Mr Raines presented the tontine inquiry findings in the assembly last Thursday. The committee urges fearless future investigations, alleges an organized effort to thwart inquiry, and accuses life companies of using a gambling like tontine contract to enrich a few at the expense of many. It details issues at Equitable Life and lists related firms, notes missing minutes, combined accounts, lack of separate yearly classes, and the reliance on actuaries and officers for fair entitlements. It cites large lapsed policies, high expenses, and dividends, argues for surrender value requirements, and urges 1870 law amendments to prohibit waivers and non surrenderable policies.
