Pierre March 9 Net least among tiv accomplishments of the twenty first South Dakota legislature was the attempt to reduce the state overdraft to about 1,109,000 based on estimated receipts for the next plenary. The budget board and joint committees recommended expenditures, with Whitney of Haakon and McVeigh of Marshall guiding the Senate and House. The body supported the stance, with few exceptions where appropriations were questioned or overridden. About 2,551,936 in receipts underlay the plan, first setting aside one million to apply to the overdraft, aiming for total expenditures of 7,205,758.68. The plan included 435,667.56 above the previous general money measure, minus standing appropriations and interest on tax warrants totaling 19,300, leaving 31,189,271.52 for specific appropriations. Special appropriations and reduced calls brought total to 31,087,258.72, or 102,032.60 under available funds. Restoring balance allowed 5,102,012.60 for overdraft application against estimated receipts of 9,581,930. The session passed fifty appropriation bills.
