Washington July 25 A bi partisan bloc opposed to placing water carriers under the Interstate Commerce Commission forced tentative approval of amendments in a general transportation bill. The measure would let the ICC investigate regional freight rate differentials, reveal land grant statutes, and authorize new RFC loans to railroads if private financing fails. It also adds a policy declaration urging a national transport system by water, highway and rail. The bill expands the ICC inquiry to include agricultural commodities and raw materials, and farms commodities for export would have same rate reductions as manufactured products. A ban on railroad consolidations that would displace workers was included. In Texas nearly half the five month accident total occurred on Saturdays and Sundays, with less than 34 percent of traffic moved on those days.
