Proposals Considered On Permanent School Fund Fixes
Pierre January mid-session recess sees House and Senate discuss permanent school fund problems with committee bills expected soon. Art Mitchell signals committee-backed measures. J Frame offers revised amendment C features including adjusting interest rates on farm mortgages and bond investments and designating the department of school and public lands as preferred bidder for bonds. Proposals would shift county assets to the department, place funds in separate accounts, and require restoration methods if losses occur, releasing counties from liability upon asset transfers unless the legislature acts otherwise.
