Col James H Dodge, a leading criminal lawyer, urged radical changes to the criminal code in a talk at Island Park. He argued defendants should testify by compulsory order and that environments and antecedents should be considered in sentencing. The remarks appeared in Monday’s Daily.
At a Sun day YMCA gathering Col Dodge urged reforms to the criminal system. He proposed a public defender alongside prosecutors and a committee of scientific experts to study defendants background and environment. He also favored requiring defendants to testify and reformatory schools for youths, with judges and juries kept honest and courageous.
The body of 17 year old Frank D. Ganger, son of Emanuel Ganger of North Goshen, was found yesterday afternoon in the mill race. He had been working on Dr. E. O. Rilshel’s farm in Sturgis, Michigan, and had come to Goshen for the Fourth. He sought wages from his father on July 3 but was refused.
A man believed to have left for Sturgis did not appear again. He warned he would sign the document this fall, and his relatives expected his return. Lacking money but with a return ticket, he left clues at the bank where his hat and collar bearing a sister’s pin were later found.
Transfers show Mary O Connor and August Stocker exchanging parcels in Elkhart for 1400 dollars. Norman E Beckley assigns and sells parcels in Elkhart for 5000 dollars to Emma Overlake and Emma ES. Levi Thomas conveys to Metropolitan IL & S Assn in Goshen for 811 dollars 12 cents. First National Bank of Elkhart transfers land in Elkhart to N E Jones for 600 dollars. John Moore by widow sells to Harriet Rowell land in Concord for 400 dollars.
Dewey Hurd, 13, formerly of Elkhart, died after a revolver discharged by carpenter John Gillispie. The fatal shot struck his right breast during Fourth of July celebrations in Chicago. Gillispie, who lived in the same house, alerted police and was allowed to go. the body was later brought back to Elkhart for burial at Grace Lawn cemetery after a Trinity M. E. church service.
Ex mayor Everett Goldthwaite seeks Elkhart capital for a new plant to produce frogs switches and other railroad specialties. H E Bucklen will donate sites in Allendale near the Big Four and Lake Shore lines and provide financial aid. Project may capitalize at about 50000 dollars and aims to locate in south Elkhart.
Seattle authorities report escaped convict Harry Tracey seen in a stolen boat near Wigby Island this morning. He was with no companion after an assault on a guard and is feared murdered or marooned. Police expect he may head toward Whatcom to meet jailbreak associate Merrill.

The Elkhart Steel Range works began operation with a force of men yesterday. A consignment of sheet steel arrived last week, and initially only steel ranges will be manufactured.
Charles Fedder reports receipt of a letter from Herman Fedder announcing his safe arrival at Cape Nome. The communication notes Mr Fedder represents the St. Joe organization in the matter.

Eyewitnesses describe a 27 foot African python at Lambrigger's "700" on Pratt and Main as it swallowed a six pound hen whole after being fed for six weeks. The act lasted about half an hour as the snake pressed the bird against its body to consume it. Manager Lambrigger notes the largest snake can swallow a sheep.
The Chicago freight handlers strike spreads as railroad managers refuse to meet with union committees. Strikers plan to appeal to the American Federation of Labor to authorize a sympathetic action by the teamsters. Chicago July 9 A new wage scale was presented to managers and a joint conference with strikers and the state board of arbitration is planned this afternoon, signaling a likely settlement. Until then the tie up continues on roads unable to hire non union men.
Des Moines and several Iowa rivers including the Des Moines, Raccoon, Skunk, Cedar and Iowa are over their banks after 24 hours of nonstop rain. Noah S Brady a well known farmer living 11.4 miles west of Adamsville died last Saturday at age 63 while visiting A J Moody 306 West Jackson street. He leaves a wife six sons and three daughters. The funeral was held this afternoon from Moody home and the interment was at Adamsville.
Tracy remains at large after escaping Gerrels ranch pursuit. Bloodhounds tracked him to a creek where cayenne pepper hindered the dogs. The scent faded at a lake Tracy waded. He was later seen near Ren ton talking to a farmer as a large posse presses the chase. The fugitive is exhausted and has not slept since Sunday.
London reports doctors pleased with the king's progress yet fear a longer second period of convalescence. The monarch's constitutional condition still raises anxiety about recovery.
