Legislature Faces Two Reapportionment Plans Debated
A Senate resolution proposes keeping 124 members, expanding the Senate by six seats, and redrawing counties Polk, Black Hawk, Lynn, Scott, and Dubuque while preserving four year terms for incumbents. It would give the 17 most populous counties 47.5 percent of representation. Farm Bureau seeks 100000 signatures to urge Congress to allow state legislatures to be apportioned by factors beyond population. A gas tax hike of one cent per gallon passes the House 60 to 33 and heads to the Senate with a two year sunset and publication clause.
