How It Works in the Assembly Committees Shape Bills
About 4000 bills enter the session and must pass a standing committee before any action. Subcommittees report to the full committee which may delay, endorse, or place the bill on the calendar. An unfriendly committee often prevents votes though either House can override by pulling the bill. With 1500 bills, committee choices dominate early session politics.
